Not sure if everything should be read in two columns or just right to left.
Some words are obvious, but I haven't teased out a quasi cohesive paragraph yet.

Here is what I have so far by doing a left to right reading:
Empty empire innate divided are in our eye, inspire to see (?) deviate into why our times while (state?) our excesses. Rise. Expire. Schwa. One nought.
